A meeting of National Coordination Committee of Electricity Employees & Engineers (NCCOEEE) was held on August 5, 2007at B.T.R. Bhawan, 13-A, Rouse Avenue, New Delhi at 03.30 P.M.
Agenda:
1. Review of failure to hold state conventions/national convention in May/June’07 2. MOP(GOI)’s reluctance to discuss IIPA’s Report on ‘Impacts of restructuring’ 3. Discussions on Electricity (Amendment) Act, 2007 4. Organisation 5. Future Action Programme
6. Any other matter with the permission of the Chair.
Participants of the meeting were Coms. A.B. Bardhan, Virender Kumar, Mohan Sharma,P.B.ukey, Ramesh Sahasrabudle, Baburao S Tarali, Manoj Acharya, Ushinar Deb, Chakardhar Pd. Singh, Sadaruddin Rana, Dr. V.N. Sharma, Akhtar Hussain, Satyapal, Er. B. Pradeep and Er. B.S. Meel.
Com. A.B. Bardhan presided over the meeting. Er. B.S. Meel presented the background under which the proposed national convention on 24th June’07 had to be postponed. He briefed regarding the developments in Anpara - C Power Project, Franchise drive in Maharashtra Power Sector, High court decision regarding functioning of Delhi DISCOMs and directions to Delhi Govt. to respond to the observations of PAC and CAG reports and Experts Committee constituted by the Kerala Govt.
Com. S. Rana, Mohan Sharma, Akhtar Hussain, Satpal and B. Pradeep made interventions in the discussions and enriched it. Com. Pradeep said the Govt. of Kerala has constituted the Experts Committee with the clear mandate to evolve proposals for retaining the electricity board under a single umbrella in the public sector. Also the govt. had issued policy directions to SERC to the effect that no Licence shall be issued private entrepreneurs in Distribution and Transmission Sectors.
The following decisions were taken: 1. It was decided to call a National Convention on 8th or 9th October’07 at New Delhi depending on the availability of the Mavalankar Hall at V.P. House, New Delhi-1. Atleast 1500 powermen should participate from different states. Our slogan will be to keep SEBs as single entity under EA,2003. The sample of poster and hand bill will be sent by NCCOEEE to various state chapters of NCCOEEE. 2. A Supportive action at national level throughout the length and breadth of the country at each circle level in states in the form of dharnas/rallies in favour of following: a. In support of 3 days strike to be commenced w.e.f 22nd to 24th August’07 in Maharashtra by the state chapter of National Coordination Committee of Electricity Employees and Engineers against the large scale drive for franchise/outsourcing operations in various circles in Maharashtra DISCOM. b. Against the illegal entry of M/s. Linco Kondappally under police protection at Anpara-C Power Project, which is being resisted by electricity Employees and Engineers at Anpara Power Project. c. In support of extension of SEBs in general and Bihar State Electricity Board in particular where the cut of date is 9th September’07.
