Dear Sh. Shinde Ji, The National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) met on 13th March, 2007. We discussed the report of Indian Institute of Public Administration (IIPA ) study on “Impacts of restructuring on SEBs”. You must have noted that in Bihar on 27th February, 2007, 100% strike took place right from Chief engineers level down to workers opposing the coercion being imposed by your department to dismantle Bihar State Electricity Board. We have gone through the report prepared by Indian Institute of Public Administration (IIPA) and should state that we disagree with this report. We therefore wish to discuss the entire situation with you. We request you to kindly give us an opportunity so that a few of us can come and discuss the matter and place our point of view before you.
