Circular No.52/2012                                          25th January, 2012

1.    EEFI Working Committee met at Delhi on 24th and 25th January resolved to observe total strike in the power industry all over  the country as per call of all Central Trade Unions.  In order to make the strike successful in power industry all the constituents of the Federation will:

a.    Propogate the demands of the strike among members of the respective organization through handbill/posters/group meeting/gate meeting/GB Meeting as well as general public and electricity consumers.
b.    Demand badges with the demands of the strike will be worn by Members of the EEFI constituent organizations on 27thth and 28th February, 2012.
c.    Joint meeting with other unions/organizations should be explored for holding united campaign/propaganda for the 28th February strike.

2.    EEFI conveys its fullest support to striking casual workers of J&K Power Development Department, who are exploited to worst possible extent while serving over 10-12 years.  An Amount of Rs.10,000/- will be donated  to JKEEWF struggle Fund from EEFI centre and all constituents are be requested to extend solidarity to the striking workers of J&K. Fax/Telegram in the following text should be sent to J&K Chief Minister on 7th February 2012 “Casual  Electricity Workers of J&K are on continuous strike for past eight weeks.  We request amicable settlement of their demands with immediate effect”.  EEFI centre will send protest letter to the Chief Minister of J&K.

3.    EEFI working committee noted successful completion of Northern & Eastern – North Eastern Regional convention against exploitation of contract workers in Chandigarh and Maithon respectively. Southern and Western convention will be pursued.  All the EEFI constituents will organize protest movement against exploitation of contract/casual workers in the respective industry as a prelude to National convention to take place at Delhi, as planned in 26th September, 2011 meeting. Specific Charter of Demands as adopted through Regional Conventions should be placed to Chairman/MD/CEO of the respective utilities.

4.    Power situation of the country is grim. Pro-privatisation Policy of the Govt should be exposed. Post reform situation need to be reviewed and action plan to combat the policy should be evolved through discussion in the next OB / Working Committee meeting.

5.    Voice of Electricity Workers, the organ of our Federation is being published with lots of constraints.  Main constraint is availability of report from the state units/constituents.  Lead Topic is circulated well in advance but Article/ Report is not sent.  Names of reporters has not been made available.  Lead Topic of Next Issue is “Horrors of Reform”  in Power Industry. Articles should be sent by 25th February 2012.  All constituents are to explore the possibility of increasing circulation of Voice.

Com. Kanchan Mukherjee (West Bengal) will be co-opted in the Editorial Board of Voice.

6.    Dues list for Affiliation Fees is circulated. General Secretary will send letters to all affiliated organizations requesting them to clear their dues by the earliest time.

7.    Statement of Accounts upto December 2011 was placed for apprisal of the Working Committee.
