                                                              CIRCULAR 

First meeting of the EEFI Office bearers after 6th Conference held at Delhi on 18th and 19th January,2009 was attended by 19 out of 22 office bearers of the Federation. Following decisions were arrived for improvement of organization and movement Nationwide:

1. Office Bearers of EEFI convey warm greetings to comrades of West Bengal in general and Reception Committee in particular for successful holding of 6th Conference at Kolaghat Thermal Power Station.
2. It has been observed that electricity workers of Haryana are under tremendous pressure and harassment with inhuman workload by the management of the corporations. They are under constant threat of wage cut and other penal measure for all sorts of loss incurred by the company. It was decided that Fax / Telegraphic message will be sent by all the constituents of EEFI to Chief Minister of Haryana on 2n March, 2009 to stop all these anti-working Class measures. Suggested Text is as under:
   
“The Electricity Employees of _______________express serious concern over the inhuman working condition thrashed upon their Haryana brethren and urges your immediate intervention to impose National and ILO conventions of Work norm for the Electricity Employees of Haryana.

3. As par available information the National Protest Day on 10th February, 2009 was observed with enthusiasm in all the major states. Office bearers appreciated the endeavours of those organisations. Reports are not available from all the affiliated Unions / Associations.  They are requested to send reports by the earliest possible time.

4.         It was felt that the EEFI National Centre at Delhi needs to function in a vibrant way from its present location. General Secretary will have to attend this office at least once in a month. To Assist General Secretary for functioning Delhi Centre at least one office bearer comrade from Delhi adjacent state is to pay regular visit to Delhi. Comrade Subhash Lamba will share the responsibility. One Comrade from Punjab also will be assigned by TSU/ MSU, Punjab. They may avail guidance from Com S Debroye.
General Secretary will arrange the needful towards upgradation of    Computer   and office tools.
As the General Secretary will be primarily stationed at Kolkata, EEFI will set up a functional office there. Presently WBSEB Workmen’s Union will accommodate the office in their own building free of cost. One computer, Telephone / Fax and a part time office Assistant will be required for this office.

Com Chhaya Chatterjee will assist the General Secretary to maintain this office in combination with all other Kolkata based office bearers. WBSEBWMU, CESWMU & DVCSU will depute at least one comrade for operational support to this office.

5.  As directed by the 6th conference, we are to develop Nation wide movement independently as well in association with NCCOEEE constituents to compel the Government of India as well state Governments / Regulatory Commissions to implement the pro-people part of National Power policy as well oppose the ulterior motive of the policy to privatize the electricity Industry as whole.  Regulatory commissions of almost all the states are reluctant to implement the Lifeline electricity @50% of average cost of supply. In a few states it has been implemented. We are to take stock totally and draft the suitable Charter of Demand for this movement.  We are to chalk out a programme of meeting the Union Power / Energy Minister after formation of Government through 15th Parliamentary election. In this meeting we are to interact with the Govt on its thrust and dependency upon Private players in the power sector and adverses there upon. Commitment of Union government to review post reform situation in the power scenario has not yet been fulfilled. Resultant effect of implementation of UMP Projects after global financial melt down. Our demand for National wage policy for power-men has not yet been accepted. We are to take up all these issues while drafting the charter of demand.

On the appointed day of meeting with Union Power / Energy Minister, all our affiliated organizations will demonstrate en masse before the respective offices of Electricity Regulatory Commissions.


6. In the ensuing Parliamentary election, we are to make campaign on all those issues emphasizing role of Left Parties and its Parliament members for the amendments of Electricity Act 2003 as well protecting right to electricity for the economically weaker section of people. Our appeal should be for electing the Left candidates, where they are contesting. In all other places secular candidates are to be supported. We shall publish Posters in English / Hindi to seek votes in favour of Left candidates wherever they will contest and other constituencies we shall extend support to secular candidates.


7. Frequency of Reporting on Union / organisation Activities need to be improved. It ahs been decided that all Union / organization should send a report once in a month, preferably by 10th of each month. On availability of these reports, we shall publish a 4-8 pages e-newsletter.

Cost of Travel for discharging the above responsibilities will be borne by EEFI Centre as far as practicable.
 
9. Rising of Fund for Office at New Delhi, Clearance of levy and Voice dues.

i. Reception Committee of 6th conference held in West Bengal has contributed an amount of Rs. 2,09,000/- collected as delegate fees. They requested the fund may be utilised for the proposed office in New Delhi (Federation House).EEFI Office bearers meeting convey red salute to Reception Committee. Their request will be honoured.
ii. 6th conference has given a call for raising a fund @Rs 50/- per member. Out of the contribution collected Rs 25/- should be sent to EEFI centre towards construction of Federation’s office at Delhi. Balance Rs 25/- will be retained by the respective organisation as a special fighting fund.
iii. All affiliated organizations are to pay their dues by 3 months next( 31 May,2009). Request of any organization for further extension of time may be accepted but they will have to pay within two installments. First installments must be paid by April 2009 and second installments within 3 months next.
iv. As decided by 6th conference, Annual affiliation fees to be paid to EEFI by the affiliated Unions will be Rs 3/- per member w.e.f 2009 and all organisation seeking affiliation of EEFI afresh will pay an Admission Fees of Rs 200/- All affiliated Union / Association are requested to pay the revised affiliation fees.
v. All dues of Voice are to be cleared by 31 May 2009.

10. Publications:

i. Proceedings / deliberation of the 6th conference have been printed for circulation among the affiliated organizations. We also need to publish a presentable brochure / folder covering the salient features of the conference by the earliest possible time.
ii.  Next issue of Voice will be published as a commemorative number as a mark of respect to our beloved Past President Com E Balanandan. Contributions of all office bearers are to be sent by 10th February next to enable publication by  March 2009. Organisationational news items and 6th conference report will also be published in this quarterly issue.
iii. Monthly Report from the major affiliated organizations is to be sent for publishing our e-newsletter. In combination of all these newsletter and other available articles and reports quarterly issue of Voice will be published.
iv. Price of Voice for each copy of Quarterly issue will be Rs 15/- with effect from the next issue. Subscribers are to pay Rs 100/- only in advance for all eight issues to be published in 24 months. They will receive the magazine by post in respective postal addresses to be made available by 30th April,2009. March issue will be sent at state centre. Organisational report will be printed in Hindi also in each issue.
v. Requisition for subscribers of Voice KSEBWA-500, COTEE-500, WBSEBWMU-200, KSEBOA-200, Punjub-150, Haryana-100, CESCWMU-50. All other Union/Association will send their requisition by 10th March 2009.
vi. As decided earlier a document on Indo-US nuclear deal will be published immediately so that the same may be used as a campaign material in the ensuing parliament election.

11. Resolution on Operation of Bank Account:

The Meeting of the Office bearers of Electricity Employees Federation of India held at New Delhi on 18th   and 19th February 2009 resolved that Bank Account of the Federation with Parliament Street branch of Punjab National Bank will be jointly operated with signatures of following office bearers

12 Fund Operation

General Secretary may be authorized to spend a maximum amount of Rs. 20,000/- (Rupees Twenty Thousand) only for activities of the Federation without prior approval of the Office bearer meeting. Maximum amount of Rupees 50,000/- (Rupees Thirty Thousand) only may be spent in consultation with President , Worknig President and Treasurer. Before incurring expenditure of any amount above Rs 50,000/- prior approval are to be obtained from the Meeting of the Office bearers.
