July 2006 - December 2006 IndexVidyuth Karmachari Samyukth Sangharsh Samiti submits memorandum The Vidhyut Karmachari Sanyukt Sangharsh Samiti, U.P had submitted a memorandum to the Chief Minister of U.P. against the privastisation of Anpara C (2X500 MW) Project.
The contents of Memorandum are : • In 1993-94 duri9ng your chief minitsership it was decided to built up Anpara ‘C’ with a loan from OECD Japan under public sector • As per above decision in July 1996 OECD, Japan was prepared to give loan, but the then Chief Secretary and Principal Secretary, Energy thwarted the plan at the last minute and an agreement was done with Hundai Heavy Industries, South Korea, which was scrapped in January, 1998 due to employees powerful protest • In August 2002, again on you were becoming the chief minister measures were initiated to take loan from JBIC, Japanee Bank and on 19th November, 2003 in Delhi an agreement was made between Japanee Bank, GOI and UP Government. • On the above understanding the Japanee Bank representatives were about to come on 14th February 2004, in Delhi to hammer out the agreement for dispersal of loan but reasons best known to bureaucracy wooing connivance with the private companies mis-represented the facts before government and instead of taking loan from Japanee Bank, it was decided that the Anpara ‘C’ will be handed over to private sector. • On 6th June, 2006 tenders were opened which were invited under RFP and to the task force on energy has decided to award Anpara ‘C’ station to Messrs. Lanco Kundapalli @ Rs. 1.91 per unit which is very higher due to Anpara ‘C’ being a pit head location for coal and at the phase of if met under public sector the cost will be less than Rs. 1.60 per unit. • Therefore the privatisation of Anpara ‘C’ be stopped with immediate effect failing which the Vidhyut Karmachari Sanyukt Sangharsh Samiti, U.P will be constrained to launch agitation for the vider interest of the state. If the govt. still decided in favour of privatisation as a sequel the employees and engineers will desert the work for 24 hours except shift duties and will initiate mass awareness campaign in the month of October through way of meetings, convention and press conferences to bring before the notice of people the factual position of the electricity privatisation.
