Haryana Power Sector News

The government of Haryana has initiated and implementing the policies of outsourcing on a fast tract.  Both the corporations of distribution have awarded meter reading, Bill distribution and Cash collection to ex-serviceman @ Rs.3/- each.  Not only this the ex-soldiers are remunerated Rs.1000/- for uniform Rs.10,000/- for conveyance allowance besides arranging the rent of office and expenditure of mobile service and stationery.  No tenders were invited for above cited job.  Despite adverse results noticed and reported by the sub-divisional officers no review is being done.   

In the state circle level consumer care centres had been opened for urban consumers regarding entertainment of new connection application, extension of load, replacement of meters and towards resolution of complaints pertaining to billing, in a single SDO office where consumers pertaining to dozens of sub-divisions are clubbed together which results in tremendous difficulties to the consumers.  

 With effect from 1st August’06 the govt. had stopped employment under ex-gratia scheme and as a substitute they have initiated one scheme under which those who expire below the age of 35 years, their families will be compensated with the last pay emoluments and family pension for 15 years, those who expired between the age pf 35 to 48 years, the dependents will be reimbursed as above for 12 years and for those who expired between the age of 48 to 55 years will be compensated for only 7 years. 

To qualify for promotion and other benefits the employee will have to get a diploma of one year in Computer.  The marking attendance and movement of employees under each office has been regulated with the imposition of penalty and deduction of salary from pay shall be as described below:

 All Haryana Power Corporation Workers Union, Hissar is on the path of agitation for couple of months putting relay hunger strikes and demonstrations from the sub-divisional office to the Chief Engineer Office  demanding the vacation of the black laws narrated above and to fill the 35,000 vacant posts.  On 10th october’06 demonstrations will be held at head quarter offices, from 15th October to 10th November;06 memorandums wil be submitted after demonstrations to all the MLAs and MPs. On 15th Novemenr’06 state level demonstration will be held before secretariat and memorandum will be submitted to the Chief Minister.
