PASCHIM BANGA RAJYA BIDYUT SHILPA SAHAYAK KARMI UNION 

Having no regular employment huge number of contract labours had to be engaged to combat the expansion and day to day activities of Generation, Transmission and Distribution of Electricity in West Bengal. 

As such, to organise these workers  our union was formed on 24th December 2000 under the Presidentship of Com. Shyamal Chakraborty.   

The initial member was only 899 and now raised to 15615 on 31.12.2003. The membership could be further increased .  Since formation it has lodged District level and also state level struggle with fifteen demands viz., minimum wage, employment card, provident fund, workmen’s compensation again accidents/ death and bonus, weekly off, regular employment of at-least 20% from contract labour etc.  Negotiations with the labour department, Govt. of West Bengal also had after number of times and after a furlong movement the authority recently passed orders for allowing minimum wage, provident fund, Accidental benefit. 

Side by side, Union lodged programmes against Electricity Act:2003 alongwith WBSEB Workmen’s Union and joint movement rallies. 

As a social duty our poor contract labours took part in donating blood in several districts jointly with Workmen’s Union and also independently in some districts. 

The latest blood donation programme was held at Bidyut Bhaban, Bidhan Nagar, Head Quarters, organized by 24 Parganas (North) District Committee of our Union on 5th Oct.2004 

In spite of heavy rainfall  and rough weather more than six hundred workers assembled in the blood donation programme.  250 persons were in the line for donating blood,   of which 157 donated blood including 10 female workers.  Due to shortage of bottle, more blood could not be taken. 

The blood donation camp was inaugurated by Com Kali Ghosh, General Secretary, CITU, West Bengal, Com. Tarit Topdar, M.P., Sanjay Mitra, Chairman, Dipak Ganguly, Member of the Board, Com. Siddharta Sen Gupta, General Secretary, WBSEB Workmen’s Union and other joined the programme and delivered speech encouraging the workers for their  noble social activities.

DELHI POWER GENERATION KARMACHARI SANGATHAN, CONVENTION AT NEW DELHI ON  17.9.04

 450 delegates attended the inaugural Conference of the “Delhi Power Generation Karmachari Sangathan” in GENCO affiliated to Electricity Employees Federation of India (EEFI), held at the IIPA auditorium Opp. Indira Gandhi Stadium, Ring Road, New Delhi on 16th September 2004. 

Inaugurating the Conference Com. E. Balanandan referred to some existing organisations which had betrayed the cause of workers by entering into derogatory settlements with the managements and cautioned  the members to beware of forces which try  to divide  the workers   on the basis of region, religion, caste and  called upon the members to strengthen their unity. 

The Chief guest at the conference Com. Sitaram Yechuri in his address to the delegates said that CPI(M) had demanded repeal of Electricity Bill 2003 and that if the UPA Government failed to act then the fight would be carried out both inside and outside the parliament. 

The conference highlighted the deteriorating service conditions of the employees after formation of the company.  The management has been blatantly violating the tripartite agreement and getting work done through outside agencies inspite of availability of qualified staff within the company.  Promotions are extended as per whims and fancies overlooking the services of senior staff.  Promotion scale are denied to the staff and certain section of the staff are outside the preview of promotion in spite of several years of service pending.  The ESMA is being utilised to terrorise the employees.  The vigilance department conducts raid at night on the plea of checking, to terrorise the workers. 

The conference demanded a stop to such anti-labour policies and demanded among other things to stop  direct recruitment to higher posts. 

More than 6200 employees who availed VRS have not been paid their terminal benefits and are running from pillar to post.  

The delegates were also greeted by Com. Sodhi, President, Technical Services Union, Punjab and B.S. Meel, G.S., EEFI 

The Electricity Employees Federation of India welcomes the important union  "Delhi Power Engineers Association”, General Secretary, Brijendra  Puria told us about their desire to affiliate last month.  It was of course immediately taken into account.

After restructuring of DVB, Distribution Sector  has been privatised  where as transmission and generation utilities are presently under state govt.  The generation in Delhi Power Sector is under GENCO power utility.  There are approximately 300 engineers is the total workforce in GENCO. To improve the material conditions of the Engineers, an organization under the name Delhi Power Engineers Association (GENCO) came into being last months having a membership majority among the total work force.
