Com. B.S. Meel placed the agenda and total background in which
this meeting is being held. Without having any regard to the
resolution of National Convention on 7th July at New Delhi, the GOI
has proceeded ahead by deepening reforms viz., introduction of
Electricity Bill – 2001 in the parliament on 29th August 2001,
ignoring decades experience of the total all around failure of power
sector reforms.
Er. Shailendra Dubey briefed regarding the collapse of power
sector reforms in Orissa and the present environment among the
people and the status of CESCO which has been deserted by AES.
Com. Mohan Sharma stated the present status of the imbroglio going
between Enron (DPC) - MSEB PPA between the GOM, MSEB, DPC, SERC,
High Court, Supreme Court and arbitration proceedings at London. The
nasty letter written by Kenneth Lay Enron’s CMD to the PM, GOI
demonstrates the sovereignty of the country being compromised.
President MSEB-SEA: Enron tried clandestinely to recover the
amount of 130 crores under dispute with MSEB from Bank of America
through its Canara Bank was foiled by MSEB’s approach to the Court
and obtained stay. In the arbitration proceedings at London all
clauses of PPA are going in favour of Enron but one the violation of
stipulations in PPA regarding failure to deliver the stated capacity
by the Plant. He requested for direct action at earliest possible
against Bill.
Com. Chakradhar Singh: Bihar Government has decided to unbundle
the BSEB and enter into MOU with GOI for reforms has led to
employees opposition staging a rally in Patna on 24th September and
jointly decided by all the 17 existing unions for direct action
w.e.f 30th October 2001. Rally was also addressed by Com. E
Balanandan, B.S Meel and Shailendra Dubey.
M.L. Chouksey: GOMP passed the reforms Acts envisaging seven
distribution companies which is stimulating the employees for
protest action although the Act has not been brought in force.
However, CM, is anxious to see that reforms initiated by GOI shall
begin with from MP State.
Er. Suneel Grover: HPSEB had to achieve break-even point by year
2003 along with 100 % metering. Although no reference is made
towards unbundling in MOU with GOI but SERC had demanded unbundling
programme from HPSEB to admit tariff proposal.
S.P. Dubey, CEA E/A narrated briefly all the salient features of
Electricity Bill –2001 which according to him will lead Indian power
sector in a mess, bitter taste of which the Indian people have to
face. Therefore, he requested that all the Federations/Unions should
send representations to the standing committee Chairman, Santosh
Mohan Dev R.No. 151, Lok Sabha Secretariat, Parliament Street, New
Delhi, be made before 28th of October 2001 with a request for
personal hearing.
Er. K.C. Naikwadi stated the status of reforms in Karnataka and
the inconsistencies in the Electricity Bill 2001.
Er. K. Ashok Rao has circulated “A Critic of the Electricity Bill
– 2001” on behalf of the NWGOPS, and indicated that GOI is arranging
three road shows in each district to popularize the reforms from mid
October to mid-November, the expenditure to be born by NTPC. He
briefly brought out the salient features leading to adverse impacts
of the Bill on the development of the country. It is now or a never
situation.
S.Dwivedi (BMS) stated that the essence of the Bill is that it
will be commercially viable which should be opposed to see that
reforms should be economically viable. It should be seen that the
Bill written by the dictates of the World Bank is withdrawn and it
should be written by the working class of the Indian Power Sector.
E. Balanadan: GOI will try to push through Parliament the bill
after completing formalities unless the working class intervene
creating the awareness among the people about the adverse impacts.
Historical abnormal situation has come. If that be so reaction
should be equal. Without taking into consideration the power crisis
of Orissa and Maharashtra, GOI is moving ahead with same policy.
Therefore this bill is to be opposed by us to see that GOI listens
to us not only through speeches but concrete action, an all India
strike in December with the plan of agitation otherwise GOI to
change the course which is going to effect total development of the
country. Through action attention of people drawn.

Yadev, D. Janakiraman also took part in the discussion.
NCCOEEE (core group) meeting will be held on 10th November 2001 at
6, Talkatora Road, New Delhi at 11 AM for the co-ordination of
strike with employees and officers of NTPC.

Finally Com. A.B. Bardhan summed up on the points and suggestions
on the grave situation arising out of the introduction of the
Electricity Bill 2001 in the Parliament and put forth the following
proposal of the programmatic action to be carried out by the
Electricity Employees and Engineers throughout the country.
ELECTRICITY EMPLOYEES AND ENGINEERS
DECIDE FOR
GENERAL STRIKE ON 18TH DECEMBER 2001.
1. We all agree that this disastrous Electricity Bill 2001 has to
be stopped.
2. We shall explore all the avenues of united action to see that
the bill is not passed in the Parliament.
3. All the Federations and the unions have to sent representations
to the standing committee of the Parliament on Power before 28th
October opposing the bill with a request for personal hearing.
NCCOEEE shall jointly sent representations giving basic points why
we are opposing the bill.
4. All the Federations and unions shall jointly take urgent
actions for mobilizing Electricity Employees and Engineers
throughout the country and particularly arrange awareness campaign
among the people at large.
5. State level joint convention shall be arranged to be conducted
on 21st November, 2001.
6. Massive district level rally’s shall be arranged on 4th
December, 2001.
7. In order to register our protest against Electricity Bill 2001,
Electricity Employees and Engineers decided and shall go on strike
action on 18th December, 2001.
8. In all State level conventions, the strike action should be
endorsed mobilizing the Electricity Employees and Engineers to
popularize the strike.
The proposals of programmatic actions was adopted unanimously.
P.S. BMS said that it would give its final opinion after its all
India session in November beginning.
