DECISIONS TAKEN UNANIMOUSLY BY NCCOEEE MEETING ON 20.8.05 1. Ministry of Power to be reminded about the promise made to study the experience of reforms and the review. 2. NCCOEEE will issue a “boycott work and demonstration call” on 29th September’05 on the following demands: a) Expedite review of Electricity Act: 2003 b) Stop privatization of SEBs c) Restore the unbundled SEBs 3. Supportive action on Bihar SEB unbundling agitation: i) A rally will be taken at in Patna on 5th September’05 in which National Leaders of NCCOEEE will participate. ii) NCCOEEE will fully support the proposed strike action by Bihar NCCOEEE unit on the day of issue of notification for restructuring of BSEB and demonstrations will be held all over India on the very next day the strike materializes. iii) A letter urging to stop unbundling of Bihar SEB will be submitted to Bihar Governor. 4. NCCOEEE cannot associate with PSI as co-sponsors for the Asia Pacific Conference and all concerned shall be intimated accordingly. 5. Campaigns for mobilizing workers for the boycott call on 29th September;2005 will be carried out by all the constituent unions/federations of NCCOEEE. 6. The next meeting of NCCOEEE shall be held by Sept.2005 at Delhi. The date shall be intimated.

It was felt that by conservative estimate an expenditure of Rs. 3.00 lakhs will be incurred for this study against which following amount was sponsored by the participants. a) T.S.U. O/A Rs. 15,000/- Note: a) The remaining affiliates of EEFI has to indicate and render the amount after receipt of this circular. b) The quota sponsored against struggle fund in last working committee meeting on April 12, 2005 at Delhi be remitted at the earliest where ever it is due. 4) In case NCCOEEE fails to participate, it was decided that EEFI, roping in other federations should strive hard through joint campaigns, to make 29th September 2005, Strike a grand success in Power Sector. About 15 to 20 days before the day of strike, Dharna’s should be conducted in State capitals which shall be synchronized as far as possible to enable EEFI leaders from adjoining state to address the participants at Dharna. 5) It was also decided unanimously to participate in the proposed 48 hours strike against Electricity Act 2003 by the end of November 2005, the date of which will be confirmed in September 2005, by NCCOEEE. 6) General Secretary of EEFI will be the Member Secretary of the Expert’s Study Committee on Power Reforms.
7) In case U.P. A high level committee had been constituted by the Electricity Employees Federation of India in the working committee meeting at Alappuzha, Kerala on 22nd July 2005 consisting of the following and shall be assisted by the state committees : 1) Prof. Dr. Sankar Sen ( Former Power Minister, WB) 2) Dr. M.R. Meel – Member Secretary Power sector reforms and private participation in the Electricity sector were initiated by the GOI during year 1991 to reduce the subsidy burden on the SEBs and to attract more investments for growth and development. Finally the reforms culminated in the Electricity Act-2003, which prescribed unbundling of SEBs, their privatization, separation of Generation and Distribution from Transmission, Electricity Regulatory Commission in each state, provisions of open access in transmission to costumers and reduction in subsidies. Electricity industry has been given new structure and new law in the hope of bringing overall growth and development and to meet aspirations of the people. A High level committee constituted to scientifically study and analyse the prescription and implementation of the reforms in the power sector using feedback from selected states, to suggest revisions if any in the new law (EA-2003) and approach to Reforms. The Terms of Reference (TOR) of the committee are : (i) To conduct studies in selected states/SEBs to measure impact of re-organisation/restructuring of SEBs on the growth and development of power sector to match the national economy. (ii) Extend the study in the same States/SEBs to measure the impact of change in the legal framework with reforms to the Electricity (Supply) Act 1948. (iii) Measure the impact of reforms in selected states/SEBs from point of view of : a) Technical and commercial losses in distribution b) Efficiency of revenue collection c) Theft of Electricity d) Growth in Electricity availability to consumers e) Affordable prices of Electricity f) Growth in generation capacity g) Level of subsidies provided to the Electricity Industry h) Financial Health of SEBs Vs The new entities created/existing entities. i) Growth of long term loans firm State Govt. to SEB. j) Role of Regulators in meeting Aspirations of all stake holders. k) Value additions made by involved institutions/Govt and private owned entities - Payment of admissible subsidies by state Govt. to SEBs - Extent of gross Subsidisation among consumers. - Any others (iv) The extent to which policy objectives are laid down and implemented. (v) The extent of clarity and understanding created with the new law and policies. (vi) The role of organized sources and institutions in meeting economic and social objectives of the GOI.
