You will be surprised to discover that BSES discoms in Delhi are the worst both commercially and in providing service among Indian towns and cities.

And the most heart warming news is that some government run discoms without much support from state but with obligation to serve agricultural load have reduced AT&C losses to global standards already in 2003-04.

I am attaching pdf. file of MoP that rates PSEB achievements on top in reducing AT&C losses to international standards in Khanna from 11.62% to 5.44%. Losses in Ludhiana West and Mohali are down to 8.02% and 14. 68%.

But Delhi continues to be on the top, BSES leading at 48.86% definitely the worst in the world. Even Sonipat and Yamunanagar are far ahead at 25%.

Among state capitals, Shimla’s reduced losses to 4.77% from 47.46% in a year. Losses in Jaipur are only 18.55%, Raipur at 16.34%, Chennai at 8.22%.

Thanks to spot billing introduced in Andhra Pradesh AT&C losses in most towns are between 6% to 8% only. Though Hyderabad at 12% and 21% for two circles is a bit disappointing.

But BSES discoms in Delhi in spite of using Rs. 3605 crores, subsidy in three years and 44% tariff, continues to show around 48% losses is most disgraceful.

The Chief Minister of Delhi ought to be dismissed for supporting a “Loot Company”. BRPL/BRYL have retired most of the qualified staff through Voluntary Retirement Scheme charged to consumers or subsidy and hired daily wage poorly qualified & skilled “Recovery Agents” to service.
