SECTOR REPORT FROM DELHI
A convention of
Electricity employees and engineers of Power Utilities in Delhi was held at
Pyarelal Bhawan, New Delhi on 5th August, 2004 chaired by Er. N.S.
Basant, Chairman National Working Group on Power Sector and addressed by leaders
of National Trade Unions and Engineers Associations in Power Sector. Com E.
Balanandan, A.B. Bardhan, Shailendra Dubey, H.N. Mishra, Sarvesh Trivedi, B.S.
Meel, K. Ashoka Rao besides the representatives of trade unions and Engineers
Associations in Delhi Power Utilities. A resolution in the convention was
adopted which taken cognizance of the fact that CAG report has pointed out that
the transfer scheme enabling privatisation in Delhi Power sector has resulted in
a loss of Rs. 6000 crores to the state exchequer. The Convention noted with deep
stress that the tariffs have increased twice, there is neither an improvement in
service nor reduction in the loss being incurred by the government whereas
several thousand employees and engineers (6200 Nos.) were encouraged to take VRS
on 1st January, 2004, who are now going pillar to post for their
pensions and terminal benefits. They have neither salary nor retirement benefits
too. The tripartite agreement has made the FR/SR as the basis for personal
administration. In violation of the agreement, arbitrary changes are being made
in service and working conditions. The convention authorised participating
unions and associations to form a coordination committee and ensure the
coordinate struggles to be conducted so that the starving employees problems are
resolved and the service to the public particularly to electricity consumers is
improved.
It was also resoluted in the convention that if the terminal benefits and
pensions are not disbursed to VRS employees by 31st August,2004 , the
VRS employees should report on duty on 1st September’04 in the
repsective offices where they were working on Ist January’04 the day they
availed VRS.
