NO.3 Assam State Electricity Workers Union, Asom Bijulee Mazdoor Union and Assam State Electricity Meter Readers’ Union, all affiliated to Elelctricity Employees Federation of India, jointly organized a state Convenetion of ASEB Employees on 15th June, 2002 at B.T. R. Bhawan (C.R.U. Building) Guwahati. Com. B.S. Meel, General Secretary, EEFI addressed the convention. The convention appealed to the electricity employees to mobilise the Public Awareness and educate the people on the disastrous effect of the privatisation of the State Electricity Board in the name of the so called Reforms and Restructuring SEB at the dictation of the World Bank and IMF. Com. H. Ghosh a veteran Trade Union leader in ASEB narrated in details about ill effect of the proposed Electricity Bill-2001. Another trade union of ASEB, Assam Meghalaya Mizoram State Electricity Supply Workers’ Union took part in the convention and applied for the affiliation of the EFFI. The convention adopted the resolution to held district level Conference and a North east Convention including Meghalaya and other states of the North East and a Mass Rally at Guwahati in the month of October’2002 against privatisation of S.E.B as well as Electricity Bill-2001. A Co-ordination committee is formed comprising Co-convenor from each union, B. Rajkumar from Supply Union, D.K. Saha from Workers Union, H. Talukdar from Mozdoor Union, and M.M. Das from Meter Reader Union to implement the EEFI’s programme in Assam. After convention, Com. B.S. Meel and Com. H. Ghosh addressed a Press Conference where the back drop of a New Power Policy adopted by the Govt. of India since 1991 at the dictation of the World Bank & IMF against the interests of the Nation was explained and the failure of the power Sector Reforms of the last decade in the country also explained very clearly. On 14th June, 2002 Com. B.S. Meel along with Com. H. Ghosh and com. D.K. Saha, Dy.General Secretary, A.S.E. Workers’ Union visited Meghalaya State Electricity Board’s Head Office and Nort east electric Power Corporation Ltd. Head Office at Shillong and appealed for united movement to save the power sector in public sector of the state as well as centre for the greater interest of the Nation. Enthusiastic response received from the employees and engineers of both organisations and they are planning to held joint convention immediately. It is worthy to be mention here that, the Govt. of Assam has imposed ‘ESMA’ in ASEB on 16th Feb, 2002 with a view to curb all sorts of legitimate trade union movement so as to enable the state Govt. to carry out the MOU signed by the Govt. of India in for Reforms. Asom Bidyut Parishad Suraksha Samittee, a federal body of 11 numbers of employees Unions & association of the ASEB vehementally opposed it and held a Dharna at the Assembly on 27th March,2002 against the ESMA and submitted a memorandum to the Chief Minister of Assam and urged upon the State Govt. to withdraw the ESMA immediately. The ASEB authority has already closed the Chandrapur Thermal Power Station & Bongaigaon Thermal Power Station on the plea that the cost of production of power is higher than the cost price of the imported power and to curtail the expenditure a V.R. Scheme for 3000 employees has been prepared and sent to the Planning Commissioner, Govt. of India for fund and in the mean time ASEB management already discontinued the service of 600 numbers, contact labour from BTPS. The standing Committee of the Parliament on energy visited Assam on 30th May’2002 and Asom Bidyut Surakhya Samittee has submitted a representation to the Chairmen of the Standing Committee against the electricity Bill-2001.
