NO.3 The cabinet decision of the government of Bihar to restructure state electricity Board into three separate profit centres was declared in compliance to MOU with the government of India, set in motion a series of protests from electricity employees and engineers in power sector in Bihar and an indefinite strike was declared from 21st August,2002 by the coordination committee of Bihar SEB consisting of all the trade employees unions and engineers as well as officers associations. The employees leaders while addressing a press conference stated that on one hand the RJD government in Bihar is implementing faithfully the central government’s policies of liberalisation and privatisation where as on the other hand rooftop shouting is being done against the entry of multinational corporations. They also alleged that the Bihar government has succumbed under the combined pressure of central government and threatening by NTPC, and has consented to implement the MOU within 15 days ignoring the experience of failures of power sector reforms of Orissa and elsewhere. The trade union leaders stated that reforms in power sector instead of solving power crisis will lead to high cost power resulting ultimately in de-industrialisation of Bihar. The Government of Bihar entered in MOU with the Government of India in March, 2002 to unbundle state electricity board but it could not be implemented due to protests from the employees and once again its implementation has been deferred due to proposed strike. The Government of Bihar informed the employees that the government will initiate dialogue with the employees. |
