Subject: Parity of Pay, allowances and perquisites of employees of PSUs with that of Government employees

 My dear Sudhir,

             As you are aware , the Cabinet Sub-Committee on Fiscal Management, in its meeting held on 24th April, 2002,  has taken various decisions to effect economy in pay and allowances.  It was observed that some of the PSUs are paying pay scales and allowances to their employees at rates higher than the Government Employees and are also extending perquisites to the employees which are not available to their counterparts in Government service.  A decision has been taken by the Sub-Committee that pay, allowances and perquisites of employees of Public Sector Undertakings, Local Bodies, Corporations and other Public and quasi Public Institutions shall not be higher than their counterparts in the Government service.

             I am, therefore, to request you to immediately order alignment of pay scales , allowances and perquisites of the employees of the institutions with that of the government employees of the equivalent category with immediate effect.  While doing so, the pay of the employees may be protected in the lower scale and higher allowances and perquisites not admissible to Government employees but beign enjoyedby the PSU employees may be withdrawn prospectively.

             It may kindly be noted that the responsibility for non-implementation of the above decision of the cabinet Sub-Committee would that of the Administrative Secretary and the Managing Director of the PSU concerned.  A compliance report in this behalf may be sent to me by 21st May, 2002, with a copy to Shri K.R, Lakhanpal, Principal Secretary, Finance, Punjab.

             It is also brought to you notice that the Cabinet Sub-Committee on Fiscal management is an Empowered  Sub-Committee of the council of Ministers and therefore, its decisions are the decisions of the Council of Ministers for all intents &  purposes.

Sequel to this, PSEB Employees Struggle Committee served a notice of agitation inclusive of one day strike on 9th July, 2002 on a 17 point charter of demands.  The government of Punjab imposed ESMA to crush the united struggle.  The massive Dharna of 20,000 electricity employees at Patiala on 3rd July, 02 which was also addressed by EEFI General Secretary B.S. Meel, forced the PSEB Management to retrace the offensive steps and enter into the agreement with the PSEB employees struggle committee, which involves implementation of wage formulation committee report- an earlier agreement supposed to be implemented by 30th November, 2001.  The PSEB Management unilaterally imposed 10-25 % wage cut in salary of July, 2002 which has drawn widest protests from PSEB Employees threatened to go on strike on 13th August, 2002. Meanwhile however  the court has quashed the  order.
