The possibility of roping in a international business partner with core competence in distribution is also being explored. The company would be registered with the Registrar of Companies (RoC) shortly, they added. NTPC already provides consultancy services to state electricity boards (SEBs) in 63 circles, where the distribution system is being overhauled under the power ministry’s Accelerated Power Development and Reform Programme (APDRP). However, NESCL would mark the utility’s full-fledged entry into the distribution business and the company would handle distribution in these towns on a commercial basis. Gwalior was chosen on the basis of the existing distribution infrastructure in the town. Kanpur, which has already seen a failed attempt at privatisation of the distribution business, would be the next city where NESCL would handle power retailing. The Madhya Pradesh State Electricity Board (MPSEB) has welcomed NESCL’s decision to take up distribution in Gwalior. Another big factor in favour of NESCL’s entry into the distribution business is that the company is not likely to encounter the resistance associated generally in case of most distribution privatization exercises. “ In fact, a large number of states have come forward with proposals before NTPC for undertaking distribution in circles.” The foray into distribution is in line with NTPC’s efforts to ensure forward integration in the power sector and diversification into unrelated fields from its core competence of thermal generation. Apart from distribution, the company also plans to get into the power trading and fuel supply business through an LNG venture. NTPC has received expressions of interest from 11 domestic and international petroleum companies for partnering its plans to source 5 million tonne per annum of LNG for its gas-based plants. NTPC has also ventured into hydel generation through the 800 MW Koldam project in Himachal Pradesh. The corporation has also identified few other cities, including Faridabad and Goa, where the company would start handling distribution in the near future.
