NCCOEEE (1) That it is now established fact the power generated by Dabhol Power Corporation is harmful to people’s interest to the Board’s future and to Maharashtra’s development itself. The rates are exorbitant, and the PPA is one sided. There was no reason why this crises should be compounded by Phase-II. We therefore demand that the Government of Maharashtra should immediately scrap Phase-II and the present PPA should be scrapped and new one be negotiated in consumer’s interest, in national interest and to ensure that the development of Maharashtra is not hampered. If this is not done we shall launch a vigorous agitation to enforce it. (2) The State Government has announced a Review Committee. The presence in the Review Committee of those who were associated with the earlier negotiations with DPC and recommended the present PPA as well as extension of DPC to Phase-II does not give confidence in the objectivity of committee. We therefore demand that the committee be constituted with only those who would review the DPC-M.S.E.B. deal afresh without any bias or prejudice. Not to do so would in public perception imply that the committee has been set up not to review the M.S.E.B-DPC deal made under government pressure but to whitewash the present deal and yield to the demand of the DPC that MSEB should be “reformed” according to their dictates. (3) We appeal to all sections of the public particularly the Political Parties, Trade Unions, NGO’s, Consumer Organisations etc., to oppose the presently constituted Review Committee and demand its re-constitution. The Review Committee should have in its terms of reference the least cost for scrapping the Enron-MSEB deal. The existing Legislation and the Institution is built thereon are time tested and have enabled the Nation to take the generation capacity from about a thousand MW to over a Lakh of MWs and, enabled power to be taken beyond the Municipal Limits to Rural areas to enable development of agriculture and food self sufficiency. There is absolutely no reason for bringing a new legislation “Electricity Bill-2000”, whose avowed aim is corporatisation and Privatisation. The SEBs should therefore be rehabilitated, the moves of privatisation be reversed and any reform be undertaken within the public sector parameters. We therefore oppose this “Electricity Bill –2000” and would initiate an agitation on or after Mid March 2001. We appeal to the public to support us in this struggle. |
