Report activities of All Haryana Power Corporation

The working committee of AHPCW/U was held on 28and 29th January 2006 at Sector 15, Sonipat. Com. Devender Hooda presided over the meeting and in-depth discussions were held on the following agenda.

1. Review of decisions taken in the last meeting and future action programme
2. Regarding implementation of NCCOEEE call for 1st March Rally
3. Organisational activities

While reviewing the decisions taken earlier it was felt that 15th Nov’05 to 1st Dec’05 demonstrations were held at sub-divisional level on the demands of electricity employees and their resolutions. The protest meetings were also held simultaneously on 7th Dec’05 before all regional head quarters. For the success of these meetings observers were deputed which has been implemented. The AHPC W?U Bhiwani was requested to initiate joint agitation and attempts in this regard were made by the president and general secretary of our union and even our dy. General secretary, Shri R.C. Jagga also approached Shri Dhara Singh of rival union to fix up the meeting but in vain.

NCCOEEE agitation against Electricity Act 2003:
As reported at the working committee held at Panipat, that although a dharna on 17th Novemebr’05 by NCCOEEE was held at Shram Shakti Bhawan, New Delhi regarding the review of Electricity Act:2003 but the response is cool and not taking it seriously from GOI. However in the discussions held with the power minister GOI on 18th November six months extension i.e. upto 9th June,06 has been given by GOI regarding restructuring of SEBs. NCCOEEE decided on 14th December’05 that a protest march before parliament of electricity employees and engineers will be held on 1st March’06 and therefore to implement the decision it has been decided that AHPC’s rank and file shall participated with full vigour and strength in Parliament March.

The strength of the membership of the organisation is gradually increasing as per the decisions of the last meeting those comrades were deputed in the weaker areas, the electricity employees listen to it all seriousness and in lieu of that the sub units had been constituted in Narnaul, and attempts are being made in Mahendergarh. The membership is continuously increasing in Ambala and Sirsa circles also. It was enjoined upon in the meeting that leadership at all levels should make continuous attempts.

The general secretary addressing the meeting drawn attention towards the future action programmes in the background of recent attacks by the managements of power utilities and as sequel deteriorating working conditions. He announced a programme listed below: to give suitable rebuff to management’s attack in the background of later and spirit of the views expressed:

1. On 3rd Feb’06 the Working Committee meeting at sub divisional level will be held and will be addressed by central committee members working in their circle.
2. On 10th Feb’06 the protest meetings will be held at subdivisional levels demanding stopping outsourcing in respect of bill distribution, meter reading and revenue collection, to scrap new ex-gratia scheme and instead provide employment to the dependents of the deceased employees.
3. W.e.f. 14 Feb’06 upto 9th March’06 one day dharna will be staged before circle office throughout the state demanding resolution of demand charter. The duties of a group of four central committee leaders for each circle has been assigned to participate in each circle level dharna to get its success.

4. On 26th Feb’06 conventions will be held at sub-divisional unit level for preparations and to mobilize the electricity employees for the participation in the state rally to be held on 26th March at Rohtak which will be addressed by Com. B.S. Meel, General Secretary, Electricity Employees federation of India.
