Gist of Interactive Discussions:-

GENERATION:

It was unanimously agreed that in the absence of generating capacity in Delhi the power reforms are bound to fail one or the other day. No reform process i.e. Distribution can survive unless there is sufficient generation. The NCT of Delhi has to depend upon power producing States as such the reduction in tariff appears to be a far fetched dream because major cost input is cost of purchase of power;

Conclusions:-

a. The absence of generation facility has already placed the capital City of Delhi in precarious position and shall continue to be so and even might have to succumb to market pressure and purchase power at a very high rate in the years to come. Therefore, it is of paramount significance that the Government should wake up and add to its generation capacity which is only 15% of the total demand;

b. Even if we consider the rolling loss levels for comparison but still the T & D losses that have already been incurred would add to the cost of power that the honest consumer shall have to pay.

c. The Government has stated in its reply under Right to Information that the DISCOMS have been given powers to contain the T & D Losses where as the DISCOMS maintain the Government has to contain the T & D Losses. The consumer is confused and continues to bear the cost of negligence of both the Government and the DISCOMS.

d. There is an urgent need that each RWA must ask for their area wise information from DISCOMS through DERC about Power Supplied in that Area and power billed and the T & D Losses before the DERC initiates the process tariff determination.

e. The RWA’S on receipt of information should file objections with DERC at the time of Public Hearing that may be held for determining tariff for the next year.

f. The DISCOMS have still to go a long way in establishing quality of supply, reduce the billing and metering complaints.
