ASIA PACIFIC TRADE UNION ELECTRICITY CONFERENCE HELD IN FARIDABAD
 ON SEPTEMBER 10-11, 2005

The delegates of the Asia Pacific electricity conference Concerned – The industry has become a victim to short term planning based on the profitability for individual enterprises operating in the system (in the case of developing  countries based on sovereign profit and electrical load guarantees).  This is unsustainable and is bound to fail in the long run.

Express their dismay that – Propelled by the greed of multinational corporations totally unsustainable models are being forced by the World Bank and IM, with ferocious intensity on capital short and highly indebted countries.  There is enough evidence that such models are accompanied by either political compromises or outright monetary corruption on a large scale.

Reject – The concept that regulation of an infrastructure industry can be done by an agency independent of the executive and legislature is unworkable in any under developed country.  Given the level of corruption and the financial muscle of the MNCs there is a real danger of “regulatory capture”.

Caution that – The public utilities have ensured that electricity is available to the people including the poor and disadvantaged and for agriculture and food sufficiency.  It would be very dangerous for any government to take chances with the food security of the countries with biggest population.

Re emphasize that Reform in the electrical/power industry must have at its core the concept that in the twenty first century electricity is one of the fundamental right of the people as water and air.  It is a common heritage and asset of people and must be a public service.  It cannot be made a commodity for the unbridled profits of multinational corporations.

Urge the trade unions that – there is a great deal of commonality in the experience of the Trade Unions of the various countries in the Asia Pacific Region.  There is a need for greater level of experience sharing across nations.  Trade unions need to use such information to educate not only their members but also the consumers who are being subject to sponsored disinformation.

Resolve - that there is a strong need for coordinated industrial and trade union action across countries so that the globalization being enforced by the World Bank and the MNCs is met by a globalised resistance from the employees and consumers.  The possibility of a synchronized and concerted global, regional and national action in the near future should be explored.

Commit – that national campaigns and networking be established to improve co-operation and support among trade union organizations.  The upload of the national information to the regional and global level is important in order make the voice of the employees heard at the world level.
