The electricity workers and Employees of India, assembled in this 5^th conference of Electricity Employees Federation of India held between 30^th August and 1^st September 2003 at Anpara Thermal Power Station of Uttar Pradesh express deepest agony over the intensified Capitalist and imperialist attack upon the world population and their various accesses to energy and cells upon National and International toiling people to resort to agitational path towards not only keeping the right to energy but also extending the right for the existence and prosperity of human civilisation.

With the prospect and advancement of civilization, human race acquired the knowledge to rein the nature in the interest of its existence amidst all the advances. One of such knowledge is conversion of Energy form one form to another with the purpose of using energy for the convenience and comfort of individual in particular and economic development of the Society as a whole. Starting from emblazing fire utilising the sparking properly of stone up to harnessing huge Quantum of solar, oceanic and geophysical energy, Society has gained a lot.

Electricity Employees Federation of India with its members, followers and sympathisers numbering over 0.25 million in association with other organisations of Electricity Employees, Officers and Engineers played a gallant role against the Govt. of India’s move to curb the right to energy of Indians through enactment of Electricity Act 2003. Contrast of Govt. of India’s move and their imperialist masters namely World Bank can be construed form the activities and open statements. While Govt. of India openly declares that they are determined to privatise the Electricity Sector through this new legislation, concurrently the World Bank Vice President, Michael Klein laments “Consumers feeling deceived, increasingly associate privatization with higher rates for them and higher profits for foreign Companies and corrupt officials”. More and more privatization of Energy sector means escalating price hike through profiteering by the way of hidden costs of energy will be resulting into keeping added number of people away from the usage of energy. Energy at affordable cost is the prime demand for global society but Govt. of India is withdrawing subsidy and cross subsidy from all sorts of primary energy sources and services.

Horrifying facts are being revealed across the globe. All we know that nature is the eternal source of energy. Not a single joule / watt–second of energy can be created without using natural resources. But some profit greedy traders and business community are trying to grab the entire resources for their profit making interest. As a result 2 billions of human being do not have access to basic energy and 80% of the total energy produced in the world is consumed by 20% rich people only. Widespread disparity can not make any good for the mankind. Developing Countries can’t manage the fund required for investment as they are drowned with interest burden of old debts. As a result disparity and gap is being widened. With this colossus disparity apostle of world peace is nothing but ridiculous word. From this point of view the Question of right to Energy and importance of the same is to be considered and included in the agenda of our Struggle. We can not forget the sin caused by the US-British imperialists and their allies to grab the energy resources of Iraq. Rampant Bombing upon the innocent Iraqi people is nothing but the war for energy. In order to keep the warmongers away from the arena of resources of energy global order for Right to Energy for whole mankind is to be ensured.

In this contest, Electricity workers and Employees of India should chalk out both way programme. Firstly, the voice of protest should be raised and propagated involving the whole section of toiling people of India upon all activities of Govt. of India against curtailment of scope of our countrymen towards access to energy. Secondly, we are to keep close contact with the rest of the world in this important issue. Maiden venture of struggle in this unknown but important area has been started by “Right to Energy Association” from its headquarters at Paris. We should not only render support to them but also propagate their activities among Electricity workers and Employees basically and whole people of India widely. We should also keep watch upon the deliberations of all International forum of Energy. World Energy Congress schedule to take place by 5-9 September 2004 at Sydney is having important topics for discussion and paper presentation on (a) Ethics in Energy: Community Expectation (b) Rethinking Energy regulations (c) Oil prices: Social and Economic impacts. There is no topics on “Right to Energy”. We, on behalf of this conference may propose before WEC to include the same as one of the topics for discussion.

This conference demands before the Govt. of India to scrap Electricity Act 2003 as the same snatches the right to Electricity of Indian people and also sends the clarion call to the Indian people on the path of struggle for establishing their eternal “Right to Energy”.
