Regional conventions of power sector employees

 

THE NORTHERN REGIONAL CONVENTION

                 The Northern Regional Convention of NCCOEEE held at Jalandhar on 21st October, 2003 was attended by TU representatives and  Engineers Associations from Northern region.  The convention unanimously adopted the resolution reproduced on this page. A regional Committee of NCCOEEE was constituted as under: One representative from each union/Association from the states. Following unions have nominated their representatives as under:

RESOLUTION

                The Northern Regional Convention of Electricity Employees and Engineers from eight states of northern region J&K, H.P., Uttaranchal, Punjab, Haryana, U.P, Rajasthan and U.T. Chandigarh met, deliberated on Electricity Act:2003 and adopted a resolution on dated 21st October’03 at Desh Bhagat Yadgaar Hall, Jalandhar:

                Electricity Act: 2003 is a roadmap to privatization of power industry.  This Act is against national interest in all respects.  The convention also discussed Supreme Court’s opinion on Right to Strike and termed it as first decision in the world in the judicial system, which does not deserve any merit. 

                The convention through this resolution has also requested the National Coordination Committee of electricity Employees and Engineers to organize a protest day against Electricity Act: 2003 and the Supreme Court’s opinion regarding snatching away the Right to Strike.  The resolution further requested NCCOEEE to participate in direct action/strike programme  anticipated  at national level by central trade unions.

THE SOUTHERN REGIONAL CONVENTION

 The southern regional convention of NCCOEEE held at Bangalore on 4-11-03 was attended by all officers and workmen unions in Karnataka (Federation of KEB Employees Union & Associations, KEB Engineers Association, KPTC Employees Union, KEB Accounts officers Association, KEB SC/ST Welfare Association and an affiliate of All India Power men’s Federation), 3 organizations from Kerala (KSEB Officers Association, KSEB Workers Association, KE Workers Federation), 2 organizations from Tamil Nadu (COTEE and T.N. Electricity Workers Union) and 1 organization (Akhil Bharathiya Vaidyuthi Mazdoor Sangh) from Maharastra.

                 The convention unanimously adopted the resolution attached. A regional committee of the NCCOEEE was constituted as under.

RESOLUTION

 

Resolution adopted on 4-11-2003 at Bangalore in the southern regional convention of electricity employees and engineers 

  1. Electricity act 2003 is in force from June 10th of 2003. In some states using the provisions of the act, the repealed laws are kept in force till Dec 10th of 2003. Except in exceptional cases, as provided in the act, the transitional period of the Board into companies/company end by June 10th of 2004. Some of the states have already gone in this line prescribed in the act. But there is provision in the act itself to keep the Board as a single entity.

This act is a legal framework for privatizing the whole power sector and consequent market driven pricing of power. This new act is against the National interest in all respect, which has been widely discussed. So this convention of the Electricity Employees and Engineers from South India demands the Government of India to start dialogues with the representatives of the Trade unions, Association of Engineers and Officers for making suitable change or to formulate a new act, repealing the existing one.

  1. The Honorable Supreme Court has recently issued an order stating the strike by working people as anathematic. This is akin to, taking away the right to live for the working people, scuttling the right of collective bargaining. Well-known lawyers including the Attorney General of India, former Supreme Court Justice V.R. Krishna Iyer etc. voiced against it with authority and alacrity. Stiff opposition came from all corners including Trade Unions of all colours against the order. This convention of Electricity Employees and Engineers in South India request all the Trade Unions & National Federations to rally round and decide for agitations including strike against the electricity act 2003 and against the unacceptable Supreme Court judgment taking away the right to strike.
  2. NCCOEEE Southern Regional Convention in its meeting held on 4-11-2003 recommends to the Central Body proposing one day protest demonstration on 2-12-2003 against Electricity Act 2003 and against the Supreme Court order of Right to strike.
