I.                    THE SCIENTIFIC-TECHNICAL REVOLUTION AND THE XXIST CENTURY 

Any change or revolution in the production and the reality brings with it social fundamental changes and also it generates NEW RIGHTS for the workers and the society.  But as this happens, also it exists on the part of whom monopolize and have the usufruct in private form of the benefits of the Scientific- technical Revolution a systematical action organized worldwide that do decrease the rights of the workers or wage earners denying to them not only the new rights but destroying the already existing ones, as it happens with the imposition of the economic model of the Neoliberal Globalization that uses in an exclusive and retrograde way the Scientific –technical Revolution that the humanity lives. 

So, the advances of the automation, robotic, the computer science, the mecatronic, etc., applied to the industry, or the genetic manipulation applied to the agriculture and the cattle, have made possible that both in the industry and in the agricultural production for cattle the PRODUCTIVITY OF THE WORK rises constantly and also the creation today  almost immeasurable of the WEALTH, that is to say THE ABUNDANCE .  It must be the characteristic of the epoch but the question arises: why so much unemployment? Why so many misery and famine in the world ? Why the disappearance of the labour laws of the wage earners? Why the no stopping growth of the underdevelopment and the foreign debt in South Hemisphere? 

If the discovery and application of modern  and sophisticated instruments  and means of production applied to the industry and the services, have relieved surprisingly the physical effort of the worker or wage earner, so it is logical and necessary that the DAY’s WORK (8 hours) diminishes, allowing to create new and major working places, without wastage of the growth of the PRODUCTIVITY  and the GENERATION of WEALTH, all this in conformity of the force of the INTERNATIONALISATION OF THE PRICES as indicates the existing GLOBALIZATION.  So the wage earners must reach their internationalism in term of prices.  Facing all this, the wage earners today have two tasks: the reduction of the  labour day and the internal wages corresponding to the transitional companies seated in the under developed south hemisphere. 

But the new rights of the wage earners of the south hemisphere, not only express them in the economic, but social level: JUSTICE, SOCIAL, CULTURAL; integration and communication with the system, the world information, politician : practice of a PARTICIPATIVE DEMOCRACY, that is to say that all these new rights express themselves in the exercise of the JUSTICE AND THE SOCIAL PROGRESS, that express a NEW COURSE of the rights of the wage earners, now, in the 21^st century surpassing and abandoning the weight of the past as that of the model of the NEOLIBERAL GLOBALIZATION. 

II.                  THE NEOLIBERAL GLOBALIZATION OR THE REGRESSION OF THE RIGHTS OF THE WAGE EARNERS 

The privatisations and the transnationalisation of the economies of the under developed countries of the south hemisphere, only have meant actions of PLUNDER and jeer to the Laws of the Wage earners, eliminating the same ones in reason of the “COMPETITIVENESS” that the market and the neoliberal model imposes today in hand of the big privatizing monopolies, especially North American.  So the transnational companies under the pretext of the inefficiency of the state to administer its companies and natural resources, have appropiated through the privatisation the companies and natural resources of the under developed countries.  Under the pretext of making them “efficient” and “competitive”, they destroyed the rights of the wage earners imposing to the States of the south hemisphere, in the name of the “MODERNITY” a reform of the state legislations – that a lone have done regress the labour legislation that was protecting the wage earners.  The above mentioned labour legislation submits the worker to the situation of goods and by the same thing he is delivered over to his fate on the “FREE MARKET” in the legal sea of a FLEXIBILISACION and DEREGULATION of the WAGE EARNING WORK. 

So we are witrnessing nowadays, again in spite of  the clamorous failures of the model neoliberal, to a process of REGRESSION of main RIGHTS OF THE WAGE EARNERS, the unprotection of the work and salary, which major examples are the LABOUR” in THIRD LINE”, THE SERVICES, where there is practised a variable of MODERN SLAVERY of the work and the salary in the full XXIst century, where the wages vary between 2 $ to 4$ daily dollars and the days of work are between 12 and 14 daily hours for the above mentioned wages, and all without labour stability, or collective negotiation, and no social benefit, that is to say slavery in the full XXIst century.  It cannot continue, and we cannot continue accepting it. 

This situation in the case of Latin America is increasingly critical and humiliating.  Inhuman and immoral, the horizon becomes more critical by the North American project of Integration of the UNIQUE MARKET called AFTA (Area of Free Trade of the  Americas) where the Latin American countries and the wage earners only will be more part of the system of MAQUILA that favours the North American industrial –militar to annexe all Latin America. 

The wage earners and the Latin Amercian people not only we have above the AFTA, but also the implementation of ITS military force of occupation and so called interventionism” COLOMBIA PLAN”, which  we denounce in this world event to all the worker s and request them immediate solidarity.  So we ratify our contest for the WORLD PEACE, we push back the WAR that is proper to the NEOLIBERALISM that the current North American government stimulates.  The Wage earners and Peoples of Latin America and the world have the  right to the peace and dignified life.  

We push back, in name of the WORLD PEACE,  the WAR OF ROBBERY that threatens to the MIDDLE EAST.  We cannot see impassively the warmongering and genocidal action of the North American imperialism.  The peoples of IRAN, IRAQ,PALESTINE, the wage earners, workers and peoples of the Middle East need our solidarity and mobilisation for the world peace, the sovereignty and the self –determination of the  peoples. 

WE  SAY TO THEM : NO THE WAR POLITICY AND OF NORTH AMERICAN AGGRESSION! 

SOLIDARITY AND WORLD PEACE, WITH THE PEOPLES AND WAGE EARNERS OF THE WORLD! 

III.                PROPOSAL FOR THE RIGHTS OF THE WAGE EARNERS 

a)                  To construct a powerful world trade union organization, with alternative proposals to the neoliberal globalization and the new rights of the wage earners:  Reduction of the Day’s Work and International Wages.

b)                  To favour UNITY FOR A NEW COURSE of the INTERNATIONAL trade unionism USING THE IEMO as its promoting  force and APPEALING TO UNITY.

c)                   To elaborate an ALTERNATIVE WORLD PROGRAMME OF DEFENCE OF THE RIGHTS OF THE WAGE EARNERS, FOR THE PEACE AND THE WORLD SOLIDARITY, against the NORTH AMERCIAN WAR POLICY.

d)                  To organise and to programme FORUMS, SURVEYS AND REGIONAL MOBILISATIONS with participation of the IEMO, to treat the principal problems of the energy opposite to the transnational corporations and the rights of the wage earners.
